Oil and RLNG Plants Billed 46% of Pakistan's September Fuel Cost for a Tenth of Its Power
Diesel, furnace oil and RLNG generated 1,280 GWh of the 13,217 GWh bought for Pakistan's ex-WAPDA distribution companies in September, or 9.7%, according to CPPA-G's provisional data filed with NEPRA on 15 October. By TEI's calculation from the same tables, those plants billed Rs57.0 billion of the month's Rs123.6 billion in current-month fuel charges, or 46.1%.
Diesel cost Rs62.14 per unit, furnace oil Rs44.86 and RLNG Rs39.74. Hydropower, wind and solar supplied 40.9% of the energy with no fuel charge. Nearly all of the 213 GWh of diesel generation came from four combined-cycle plants built for RLNG, at Bhikki, Haveli Bahadur Shah, Trimmu and Balloki. Haveli and Trimmu produced more on diesel than on RLNG.
The same plants received most of the Rs4.02 billion in part-load fuel allowances claimed for ten IPPs. National Power Parks' two plants ran at about 32% load factor on RLNG and were allowed Rs2.91 billion.
Two items below the generation line also move the Rs2.5624 per unit request. Prior-period adjustments add Rs16.38 billion, of which Rs10.27 billion is a single line for Thar Coal Block-1. A Rs10.62 billion deduction for RLNG supplied at domestic gas rates takes off about Rs0.83 per unit. NEPRA hears the request on 29 October.
