NEPRA Hears CPPA-G's Rs3.37 Billion Fee Request, a 37.5% Rise per Kilowatt

NEPRA scheduled a hearing for 27 October on the Central Power Purchasing Agency's petition to set its fee as special purpose agent for FY2026-27. CPPA-G asks for a net revenue requirement of Rs3,369 million, recovered from distribution companies at Rs14.47 per kW per month, compared with the current Rs10.5248. That is an increase of 37.5%.

The gross requirement is Rs3,554 million. Establishment costs are Rs2,329 million of that. The other items are administration (Rs349 million), office operations (Rs237 million), capital spending (Rs151 million), new hiring (Rs175 million), tax (Rs245 million) and employee loans (Rs68 million). The net figure adds a prior-year adjustment of Rs471 million and deducts Rs550 million of other income and Rs106 million of loan recoveries. Divided by an average maximum demand of 19,400 MW over twelve months, it gives the Rs14.47 rate.

Spread over the 130,081 GWh in CPPA-G's 2027 purchase price forecast, by TEI's calculation the fee comes to about Rs0.026 per kWh, under 0.1% of the Rs27.309 base-case price. The forecast itself already assumes a fee of Rs14.55. One of the issues NEPRA has framed for the hearing is whether to set the fee for a single year or on a multi-year basis.
